This document summarizes the procedure for the selection of the Head of the Convention Secretariat of the
WHO Framework Convention on Tobacco Control (WHO FCTC), which was adopted by a Decision of the
Conference of the Parties (COP) to the WHO FCTC in 2014. The document also discusses the issues raised
by the entry into force of the Protocol to Eliminate Illicit Trade in Tobacco Products (Protocol) with regard
to the procedure adopted for the selection, as well as the increased role and responsibilities for the Head of
the Convention Secretariat in terms of leadership, governance, policy and political support.
