The sixth session of the Conference of the Parties (COP6) to the WHO FCTC took place in Moscow, Russian Federation, from 13 to 18 October 2014. The session was attended by the delegations of 135 Parties, as well as the representatives of six States non-Party, four international intergovernmental and 10 nongovernmental organizations accredited as observers.

The COP adopted a set of new guidelines on Article 6 of the WHO FCTC (price and tax measures to reduce the demand for tobacco), new policy options and recommendations on economically sustainable alternatives to tobacco growing (in relation to Article 17 and 18 of the WHO FCTC) and further development of the partial guidelines for implementation of Articles 9 and 10 of the WHO FCTC (regulation of the contents of tobacco products and regulation of tobacco product disclosures).

The COP gave guidance on smokeless tobacco products, electronic nicotine delivery systems and electronic non-nicotine delivery systems and waterpipe tobacco products.

There was also a discussion of issues relating to: the implementation of the WHO FCTC; the settlement of disputes concerning the implementation or application of the Convention; trade and investment issues, including international agreements; and legal challenges to the implementation of the WHO FCTC.

In addition, the COP committed itself to contribute more significantly to the achievement of the noncommunicable disease global target for the reduction of tobacco use.

Parties also adopted the Moscow declaration calling for the strengthening of collaboration to accelerate the WHO FCTC implementation.

In accordance with Rules 3 and 4 of its Rules of Procedure, the Conference of the Parties (COP) shall decide on the date and duration of its next regular session, which shall be held at the seat of the Secretariat unless the COP decides otherwise. Pursuant to Rule 4.1 of the Rules of Procedure, it will also be recalled that after the third session, regular sessions of the COP shall be held every two years.
