First meeting South South and Triangular Cooperation
To enhance cooperation in this area, in line with the workplan approved by the COP at its fourth session in decision FCTC/COP4 (19) (available here), a meeting of experts was convened by the Convention Secretariat in Geneva in June 2012, in which the United Nations Development Programme (UNDP) Special Unit for South–South Cooperation also participated. The scope and purpose of the meeting included identifying emerging challenges in relation to comprehensive implementation of the Convention, potential areas of and opportunities for cooperation, demonstration projects for promoting South–South and triangular cooperation, and a plan of action to provide a long-term sustainable framework for such cooperation.
A report based on the deliberations of the expert meeting was submitted to the fifth session of the COP (available here). The COP, in its subsequent decision (also available here) mandated the Convention Secretariat to continue its work in promoting South-South and triangular cooperation, to implement demonstration projects, and to further refine and develop the elements of a proposed action plan on South-South and triangular cooperation.
