Impact assessment

At its fifth session, the Conference of the Parties (COP) acknowledged the need to conduct an overall assessment on the impact of the WHO FCTC (decision FCTC/COP5(12)). In 2014, at its sixth session, COP decided that the evaluation should be performed by a group of seven independent experts selected by the Bureau from nominations sent by the Parties and non-governmental organizations that were observers to COP (FCTC/COP6 (13)).

The purpose of the assessment was to evaluate the impact of the WHO FCTC on the implementation of tobacco-control measures and its effectiveness as a tool to reduce tobacco consumption and prevalence during its first decade of operation. A methodological tool will be developed by the expert group to allow Parties to conduct their own impact assessments.

The expert group met three times. At the first meeting in August 2015, the impact assessment process was planned and its execution initiated. A second meeting took place in January 2016, where experts reviewed the progress made and planned the activities leading up to COP 7. A third and final meeting took place in May 2016, focusing on the preparation of the report to COP7 and dissemination of findings of the group.

The expert group selected 12 Parties (Bangladesh, Brazil, Iran (Islamic Republic of), Kenya, Madagascar, Pakistan, Philippines, Republic of Korea, Sri Lanka, Turkey, United Kingdom of Great Britain and Northern Ireland, Uruguay), in consultation with the Bureau, where country missions were conducted.
