2018 United Nations High-level Meeting on NCDs - Friends of the Task Force

Speech by Dr. Vera da Costa e Silva – Head of the Secretariat of the WHO FCTC : Friends of the Task Force event

The WHO Framework Convention on Tobacco Control is one of the most rapidly and widely embraced treaties in United Nations history and target 3.a of the SDG2030 agenda.

• The Convention Secretariat is a global authority on the implementation of the WHO FCTC and now on the Protocol to Eliminate Illicit Trade in Tobacco Products.

• We are an independent member of the UN Interagency Task Force on NCDs (UNIATF) and cooperate with the members in promoting UN-wide policy coherence in the spirit of the WHO FCTC.

• The Conference of the Parties (COP), the governing body of the Convention, requested the Convention Secretariat to work with other UN agencies (decision FCTC/COP/4/17) to promote the implementation of the Convention.

• Efforts by the Convention Secretariat are also focused on preventing tobacco industry interference with members of the United Nations System. The Convention Secretariat, in collaboration with the WHO, developed and proposed for adoption by the Task Force a model policy to avoid tobacco industry interference in UNIATF.

• As part of promoting the model policy, the Convention Secretariat worked with the UN Global Compact to delist tobacco companies and is currently working with International Labour Organization to ensure that the ILO discontinue accepting tobacco industry funding for its projects.

• The Convention Secretariat continues advocating for smoke-free campuses in United Nations entities, specifically with this year marking the 10th Anniversary of the General Assembly resolution that launched this action.
