The Secretariat of the WHO FCTC is inviting Parties that are eligible to receive Official Development Assistance (ODA) to apply for the third phase of the FCTC 2030 project

With the expansion of the FCTC 2030 project, countries that are eligible to receive Official Development Assistance (ODA) are encouraged to apply for individually tailored assistance to implement the WHO Framework Convention on Tobacco Control (WHO FCTC).

Parties to the Convention that are committed to accelerate WHO FCTC implementation are invited to submit their applications by Friday, 4 June 2021. 

The importance of effective tobacco control in promoting sustainable development is becoming increasingly recognized. The 2030 Agenda for Sustainable Development includes a specific target 3.a on strengthening implementation of the WHO FCTC.

The WHO FCTC is an accelerator for sustainable development, and can contribute to the achievement of Sustainable Development Goals (SDGs) within and beyond health and well-being, as the Convention Secretariat and United Nations Development Programme (UNDP) describe in the discussion paper WHO Framework Convention on Tobacco Control: An Accelerator for Sustainable Development.

During this COVID-19 pandemic, effective tobacco control measures are essential and will contribute to efforts to build-back-better.

Announcing the expansion of the FCTC 2030 project, Dr Adriana Blanco Marquizo, Head of the Convention Secretariat, said:

“Through the FCTC 2030 project, the Convention Secretariat has facilitated expert advice and given dedicated support to many Parties. As the world works to recover from the devastating COVID-19 pandemic, there has never been a more important time for countries to accelerate implementation of strong tobacco control measures.  The FCTC 2030 project can now assist additional Parties due to the generous support of our donors.”

Countries will be offered support to implement specific objectives listed in the WHO FCTC’s Global Strategy to Accelerate Tobacco Control 2019-2025A needs assessment and an economic investment case to support the comprehensive implementation of the WHO FCTC is offered to all project countries.

The FCTC 2030 project is delivered through generous funding provided by Australia, Norway and the United Kingdom. The FCTC 2030 project operates in close partnership with the World Health Organization and the United Nations Development Programme.

As the FCTC 2030 project is a global initiative, at least one applicant Party will be selected from each WHO region to join the expanded FCTC 2030 project.
