The election of officers of the Conference of the Parties (COP) is governed by Rule 21 of the Rules of Procedure. The COP shall elect, before the end of its sixth session, a President and five Vice-Presidents, one of whom shall act as Rapporteur, from among the representatives of the Parties present at the session. These officers shall constitute the next Bureau of the COP. Each of the WHO regions shall be represented by one Bureau member.
