Sustainable measures to strengthen implementation of the WHO FCTC

The 2012 global progress report on implementation of the WHO FCTC revealed a relatively low rate of implementation of treaty provisions across all substantive articles of the Convention, at 56% in 2012. Seventy-two Parties reported more than 30 different constraints or barriers that they encountered in implementing the Convention.

In order to help improve implementation as well as address other concerns expressed by the Parties, the COP decided to establish a working group on sustainable measures to strengthen implementation of the WHO FCTC in decision FCTC/COP5(14).
