Following the formal request made by one Party to include an agenda item on this matter, in accordance with Rule 7 of the Rules of Procedure of the COP, and in consultation with the Bureau of the COP, this paper reviews relevant international practice, the Rules of Procedure of the COP, and the Secretariat’s current practice for admitting members of the public to COP sessions and meetings of subsidiary bodies, and suggests measures to facilitate decision-making by the COP on this matter.
