The current Rules of Procedure (RoP) were adopted by the Conference of the Parties (COP) at its first session (Geneva, 6–17 February 2006) and have not been amended since their adoption.
The Bureau in reviewing its role as decided by the COP in decision also examined the RoP and identified several areas of the RoP that were either not addressed or required further clarification in the RoP. In this context, the Bureau of the COP undertook an overall review and discussed how to address these areas, which relate in particular to the role of the Bureau in the intersessional period, including alternates/replacements of members of the Bureau; attendance of the public; procedures for applications for the status of observer to the COP; and the role of the regional coordinators.
