This document provides an overview of the work, key observations and recommendations of the Expert Group established in accordance with decision FCTC/COP8(21) of the Eighth Session of the Conference of the Parties (COP8) to the WHO Framework Convention on Tobacco Control. The Expert Group was mandated to examine the reasons for low implementation of Articles 9 and 10 of the Convention and their partial guidelines by Parties and to prepare a report for the Ninth Session of the Conference of the Parties (COP9).
