Colombia WHO FCTC Needs Assessment

Overview

Colombia ratified the WHO FCTC on 10 April 2008. The Convention entered into force for Colombia on 9 July 2008. 

A needs assessment exercise for implementation of the WHO FCTC was conducted jointly by the Government of Colombia and the Convention Secretariat, from September to November 2012, including the initial analysis of the status, challenges and potential needs deriving from the country’s most recent implementation report and other sources of information, and the mission of an international team from the Convention Secretariat, WHO/PAHO, WHO Country Office, the World Bank and the United Nations Development Programme (UNDP) to Colombia on 29 October-2 November 2012.

The assessment involved relevant ministries and agencies of Colombia, who also provided further updates, when relevant, during the preparation of this report following the mission. The needs assessment report includes an article-by-article analysis of the progress the country has made in implementation; the gaps that may exist; and the subsequent possible action that can be taken to fill those gaps.
