El Salvador WHO FCTC Needs Assessment

Overview

Prior to the ratification of the WHO FCTC in El Salvador on July 21, 2014, Legislative Decree No. 771/2011 enacted the Tobacco Control Law, which already included some of the obligations contained in the Convention's articles. At the request of the Minister of Health of El Salvador, it was agreed to conduct a joint needs assessment for the implementation of the WHO FCTC in the country. The Ministry of Health (MINSAL) and the Solidarity Fund for Health (FOSALUD) of El Salvador, together with an international team led by the Convention Secretariat, carried out this assessment between July 12 and 15, 2016. The international mission team comprised representatives from the Convention Secretariat; the national and regional offices of the Pan American Health Organization/World Health Organization; and the regional office for Latin America and the Caribbean of the United Nations Development Programme (UNDP) and from international civil society.
