Acting Head of the Secretariat of the WHO FCTC

Andrew Black is currently the Acting Head of the Secretariat of the WHO Framework Convention on Tobacco Control (WHO FCTC). 

Before joining the Convention Secretariat in 2016, Andrew was a civil servant at the United Kingdom Department of Health.  Andrew led the United Kingdom’s tobacco control programme for almost a decade, with achievements including the introduction of new legislation on smokefree places, health warnings, age of sale and plain packaging.  Andrew was the WHO FCTC focal point for the United Kingdom during this time. 

When at the Department of Health, Andrew also had various other roles in health diplomacy, medicines regulation, social care and was the Private Secretary to the Health Minister.  

Andrew was made an Honorary Member of the UK Faculty of Public Health for his contribution to tobacco control.  

Andrew grew up in Melbourne, Australia.
